He was wrong. The same section of the Guide to Safe Scouting that
prohibits Paintball, also prohibits jet-skis as part of Scouting.

The exact wording covering these two activities is:
The activity commonly referred to as "War Game" - in which
individuals shoot paint or dye at one another - is an
Motorized personal watercraft, such as jet-skis, are not
authorized for use in Scouting aquatics, and their use should
not be permitted in or near BSA program areas.
I assume the paintball prohibition is a combination of safety issues and
"going against the oath and law". I'm sure the jet-ski ban is purely a
safety/risk management issue.
