The national office has no direct input on selection of Eagle Projects,
and there are no specific rules that would prohibit Blood Drives.
However, most District Advancement Committees, which DO have to approve
the projects, probably look long and hard at that type of project, to
assure that the candidate is really planning and developing the project
and providing leadership to others, and not just distributing flyers for
a blood drive that the Red Cross is really running.
