scout to redo requirements that were completed for a prior MB counselor.
In the council MB counselor training I took, we were told that a counselor
needs to be comfortable that the scout had completed all requirements. If
you wanted to retest or review prior work performed for another counselor,
you had the right. As a counselor, I would first want to see the blue card
with the specific requirements completed. I would then try to determine to
what degree prior work had been completed. Obviously if the requirement
required writing, this is easy enough to confirm by reading what had been
written (provided the scout still had it). When it's a "do" requirement
that was supposedly completed before, this would demand much more judgement
on the part of the new counselor.
In summary, the answer according to our council is easily stated as you do
have the right to require complete reperformance, although a counselor would
want to strongly consider not doing so.
