This weekend I had a chance to pick up and look through the new BS training
program for outdoor leader skills for Scout leaders. I found the syllabus
to be interesting on three levels. First, the training program for Scout
Leaders is keyed to the advancement requirements of the new Handbook.
Second, the training program makes no mention of Scout Leader Fundementals.
Third, the program is oriented around the buddy system, not the Patrol.
I am not impressed. There is no information provided beyond the
requirements for outdoor skills. It is scheduled to be offered for a long
weekend or two Saturdays without an overnight experience. The level is
below what is taught in the enhanced Scoutmaster Fundamentals courses
taught in our Council and it does nothing to reinforce the Patrol system in
It leaves me with several questions. Has the general skill level of adult
leaders dropped below that taught in the Webelos outdoor Leader training?
Is this the replacement course for the teaching of outdoor skill in Wood
Badge Courses? Why are there no references to Scoutmaster Fundamentals?
Is that course sequence also on its way out to provide a common training
for Cub, Scout and Venture leaders?
The only thing I can figure is that National BSA has become so preoccupied
with the continuing stream of law suits that they have forgotten the
program aspects of the organization altogether.
