I don't *think* he's necessarily doing that in the way I infer you to
mean. However, when different membership figures are flung about in the
media, there are ALWAYS some numbers-oriented listners/viewers who will
notice the discrepancies. IF a Scouter is asked, he'd better have a good
answer as to why, or the APPEARANCE of duplicity is given.
Additionally, even if I'm wrong and he IS doing it for the purpose I
infer you to mean, isn't it better to know what the "other side" is
saying? Otherwise, we risk being the ostrich with our head safely in the
sand while our assets are exposed to the oncoming Sherman tank.
