The Guide to Safe Scouting says (pg. 40): "Most short in-town den trips of a
few hours do not require a tour permit; however, it is recommended that dens
obtain permission slips from parents."
Thus some activities which do not take place on council property do not
require tour permits. The previous Scoutmaster handbook said (on page
144), "If your troop plans to camp off local council property - and within
500 miles of your home base - you must get a tour permit from your local
council." I believe this is the intent of the current regulation, i.e.
camping trips require tour permits, short walks to the ice cream parlor do
