The other take on this is to remember that the purpose of Scouting is to
teach leadership, citizenship and certain virtues. Camping is only one of
the methods. A boy does not necessarily excel at Scouting by learning
camping at an early age. He may excel at camping, but camping is not the key
piece of wisdom we in Scouting are trying to teach.
