I am not sure where Paul got his statistics, but several of the Councils in
my area use #2. In MY district, there are 3 reps from the district and 2
members of the scout's COMMITTEE. "Unit Leader"is interpreted as the
Scoutmaster or Assistant Scoutmaster.
