A lot depends on who runs the Eagle boards in your council/district.
They may be run by either the council, district, or unit; and must have
at least one member from the council or district. They may not include
relatives, unit leader or assistant leader.
If your district or council runs the board, the question is moot - they
will invite whomever they wish, subject to the above mentioned
limitations. If the unit runs the board, the same applies, but they are
more likely to invite committee members to serve. Incidentally, one
does NOT have to be registered in scouting to serve on an Eagle Board.
