This is correct. However, council's have the power to interpret this
policy in their own way. A local tour permit is processed by the local
council office, and they often determine their own policy exceptions.
Our local council does not require a permit for any activity held at a
council owned property or any activity taking place within the
geographical boundaries of the council.
That saves us a lot of paperwork, and the council office a great deal of
permit handling. Of course, when in doubt, file a permit.
Check your local council for their policies on local tour permits.
