The approval basically comes from two places:
Changes must, of course, be acceptable to the beneficiary. If they
aren't acceptable to the group, then they can refuse to acknowledge that
the project is complete to their satisfaction.
Then, at the Board of Review, the members must determine that the
project AS COMPLETED met the goals of the project and the requirements
for advancement. If they feel that the project changes were so drastic
as to make the project no longer acceptable, it is their power (and
responsibility) to reject the candidate's application for advancement
and to require either more work on the project, or a different project.
