In the end you must do what works for you.
It is on your shoulders -- make the call and everyone else will need to
live with it.
Over the years (I've been SM. for 6 yrs) we have had a sibling patrol --
younger brothers and sisters who because of our need for adults (unit has
high percentage of single parents) had to come along (car camps only).
They camped with the adults, cooked (or helped cook their meals) and when
the PLC decided it was appropriate the were asked if they wanted to join in a
Troop activity (orienteering, cooking contest, knots, etc.).
The PLC made the calls and it has worked for us.
In the last couple of years we have not had to deal with the issue as
much (larger Troop, diverse group of leaders, etc.)
