Hank asked two great questions:

>the September 1999 issue of Scouting.
I can't find anything about any of the (training) Awards being reduced to
I know that the Cub Scout Program Division is *considering* reducing the
time period for Tiger Cub Den Leaders from two years to one, but that's not
a done deal.
What I have found is that several of the Cub Scout (training) Awards now
allow Cub Scouters to spend one year as the "primary leader" (Den Leader,
Cubmaster, WEBELOS Den Leader) and one year as the "assistant to the
primary leader" (Assistant Den Leader, Assistant WEBELOS Den Leader,
Assistant Cubmaster) in order to meet the tenure requirements for the
award...some have been that way for a while (I know the Cubmaster and Den
Leader Awards were that way...)
>>And it's also why we have the "interim award", the Scoutmaster (and Advisor)
>>Award of Merit, which is presented after a year and a half of service (and
>>the completion of other requirements).
>Why can't there be a similar award for Cubmasters? (Other than the minimum
>tenure being two years)
Because the Scoutmaster and Venturing Advisor Awards of Merit require
approval by the YOUTH LEADERSHIP of the unit; Cub Scouting does not have
"active youth leadership" at the Pack level.
That is the reason why those awards exist for Boy Scouting and later for
Venturing (it was not offered for Exploring until really late, and by that
time, the conversion started...) and there's NOT a "Cubmaster Award of Merit."
But....there's hope, Hank. What WOULD qualify, in you and other Cub
Scouters' minds, for such an award on the same "level" as the Scoutmaster
and Advisor Awards of Merit??
