I've had a number of Scouts who were very active up until they reached
high school, then joined various sports teams and became less active.
Worst case was crew! Up before dawn every morning of the week and down
to the Aquatic Park for rowing practice from 5 am to 6 am, including
weekends and holidays!
Nevertheless, they still considered themselves Scouts and would come to
meetings if not outings. Summer camp was their opportunity to remember
what they enjoyed most about Scouting. One of them joined summer camp
staff after high school, and he's going back for his fourth year this
Now, the behavior is a different issue, and should be handled first.
Perhaps a contract of expectations with consequences if they don't
meet those expectations.
