Short answer, Yes and No.
Only people in "command" positions may earn the Scouters Key. This
includes Cub Masters - who now have their own award, Scoutmasters,
Varsity Scout Leaders, Explorer Advisors, Venturing Advisors, District,
Assist District, and Unit Commissioners, Roundtable/Huddle
Commissioners, and District Committee. All others earn the Scouter
Training Award or similar Cub Scout Award.
The "command" position in a unit is a solitary position, which can only
be held by one person. This is a "position of record", in that one
person is recorded as being in this position, regardless who is running
the unit, due to the "leader of record" being at Desert Storm, in
Minneapolis receiving training, in Hawaii enjoying a job awarded world
cruise, or in hospital having his mind or body trended to, as a result
of the rigors of scouting leadership. Now this leader can have all the
help he or she can recruit, and a wise leader covers the
responsibilities of the position with two-deep folks; and if the leader
is suddenly taken ill, one of these leaders will give effective
leadership of the unit until the leader of record recovers or
doesn't...as circumstances determine.
As for tenure, a Scoutmaster can not earn the Scouters Training Award,
so any tenure so gained MUST be in another position.
</#warning_unofficial_opinion/> It would seem to me that an assistant
scoutmaster who has earned the STA could, on his acceeding to the
position of Scoutmaster, earn the Scouters Key in that position, with
another year of tenure, according to the qualifications required on the
progress card. He can not do so if he had less time than needed to earn
the STA, however. </#end_warning/>
