While this is very, very good play on words...alas, it isn't correct.
As it was explained to me (when a scout exec tried to recruit me to be a
BSA is, quietly, having difficulty recruiting professionals, as well as
keeping DEs beyond their first year (the rate of retention of DEs from their
first professional development course to their second: in other words, the
number of DEs that last more than one year, is WELL below 50%....I have some
ideas of why this is the case, but....)
Paraprofessionals are, in essence, part time professionals. There are
esstential tasks that need to be done in each district. In districts that
are large enough to merit more than one DE, but the council can't afford it,
or in districts where the council is having trouble recruiting a DE, BSA
hires a paraprofessionals to assist or to perform essential functions until
a DE can be hired.
I'm sure that there are others who have more detailed explanations; that,
however, is how it was explained to me.
