"Promoting" and "requiring" are separate issues. It's possible to do the
former without doing the latter.
Also, what exactly does he mean "custodial"? If he's talking about
annual re-dos of a previous Eagle project, then those should be Troop
Service Projects, not Eagle projects.
But then again, how long has it been since HE tried to coordinate a
multi-agency anything? (g) The boy only has 5 years to do Eagle, after
all, and that's not a long lead-time for multi-agency/multi-government
projects to come to fruition.
