Well, the DE's methods might have been a little heavy handed, but IMO
anyone who insists on continuing to wear the old CSP's or OA flaps after a
merger, rather than changing to the current ones, is acting as an obstacle
to the consolidation of the new council as a single, functional, entity.
It is hard enough to blend the cultures of two councils under the best of
circumstances, but the longer there are adamant Scouters who indicate their
refusal to accept reality by wearing old, outdated insignia, the harder it
will be to make it happen.
Now, as to the red and whites, I know there are units that continue to wear
these and it might be a little harder to make the argument with them, since
they were never displaying the CSP from the old council.
