The requirements for the Scoutmaster's Key seem quite clear.
My question involves the tenure requirement: "Complete at
least 3 years of registered tenure as a Scoutmaster within

Cubmaster or as a registered assistant Cubmaster for 1 year
and a Cubmaster for 1 year." Note: older cards will show a 3
year requirement with 1 as CA and two as CM or vice versa.
If you were paying attention, the Scoutmaster's Key did not
list an Assistant Scoutmaster possibility. Taken literally,
a person must be THE registered Scoutmaster for three years
to get this award.
Consider this "problem"... Our troop has ONE registered
Scoutmaster, but something like NINE or TEN (or more)
registered Asst. Scoutmasters. This, I am sure, is a "problem"
that many Troops would like to have. As such, the Asst.
Scoutmasters can earn the Boy Scout Leader's Training Award,
but cannot earn the Scoutmaster's Key (or the Scoutmaster
Award of Merit!).
Am I reading too much into this?
Can you have more than one registered SM in a Troop or CM in
a Pack, etc.?
Consider that many Pack's do not register assistant den
leaders or assistant webelos den leaders, but instead register
every "assistant" as a regular, full-fledged den leader or
webelos den leader. This gives them the ability to earn the
appropriate training award and receive additional mailings
not normally available to assistant leaders.
