Fortunately, Steve (which doesn't help you out, unfortunately), the BSA does NOT
keep stats on how many youth members receive youth religious emblems. This
is because the religious emblems program BELONG TO EACH FAITH or church and
are NOT BSA awards.
No stats at all.
Because these awards are not BSA awards, they are not noted on the
Advancement Report or reported in any other way. Some Councils do develop a
listing of youth recognized through churches informing a representative to
the Religious Relationships subcommittee of the Council; others don't.

The BSA *has* however, estimated in 1990 (the last set of numbers I've got
dealing with this), that one of five boys registered in a unit will receive
a youth religious emblem. There's nothing that says that this "one of five"
or 20 percent, are Cub Scouts, Boy Scouts, or Explorers (now Venturers).
I wouldn't trust that number, however, because it is based purely on the
number of youth religious emblem square knot emblems sold and NOT based on
any kind of "head count" of youth members earning a religious emblem or award.
P.R.A.Y in St. Louis, or the Catholic Commission on Scouting, or the
Association of Baptists in Scouting would all have better figures and
numbers of youth members receiving their awards, since they are responsible
for sales and issuance of those awards to units and churches for
presentation to youth members.
