Last night, I was the speaker for a District Recognition Banquet. During
the banquet, they installed the new officers for the District and the OA
Chapter Chief was selected to perform the induction.
The young man read from a prepared text and stumbled over a couple of words.
It was not too noticable, the people present probably understood what it was
he was speaking, and the message came through.
That's the level of proficiency that I would use. He did a good job.
