Jeff, The boys plan and carry out the program. Menus fall
under their responsibility. The Troop committee
responsibility is to support the Scoutmaster staff and
the boys in carrying out the program.
The PLC should plan the program with guidance from the
SM.The SM takes these plans to the committee. The
committee does not have veto power. They can ask
questions like "do you really consider doughnuts a
balanced meal" but bottom line it's not the committee's
place to say yes or no.
As far as dues, it is the committee's responsibility to
handle the budget but they should work with the boys to
make sound financial decisions. In out Troop if you are
current on dues and pay for ten weeks at a time you get
the eleventh week free. Most kids stay current or paid
ahead and get a bargain to boot.
But back to the main topic, use the "Troop Committee
Handbook" and your Scoutmaster handbook as well as a copy
of the "Junior Leader Handbook" to iron out who is
responsible for what and conflicts resolve themselves.
I strongly encourage you to take Scout Leader
Fundamentals along with the key members of your
ASM Troop 358
