For crying out loud, this is the Boy Scouts, not army boot-camp!
Aside from being overly picky, this sounds like a clear case of the BoR
second-guessing the SM (who, presumably, has legitimately signed-off on the
"scout spirit" requirement). If they have a bug up their butt, they need
to take it up with the SM, rather than taking it out on the boy.
