NO, The STATED Purpose of this rule is to allow older boys who have been
in Scouting but now want the additional challenge of Venturing to
continue along the trail to Eagle without the need to remain registered
in a Boy Scout Troop or Varsity Team. The rule has been around for
years, and PREDATES the co-ed Exploring program which was the
predecessor to Venturing.
The result of the rule is to limit Boy Scout Advancement to boys only,
but that is NOT the purpose of the rule.
