Dan asked us:

You would NOT "give" ANY "knots" to that person or any other, Dan. That
person has to EARN the TRAINING AWARD and receives a "knot emblem" to wear
on his or her uniform when they are NOT wearing the suspended medal.
The Cub Scouters' Award is designed to be presented to ANY registered Cub
Scouter who meets the requirements and the tenure. This is the most
appropriate award for this person UNLESS he or she is a registered
Roundtable Commissioner Staff member, in which case, the Scouters' Training
Award is the most appropriate for his or her role in Scouting.
If he is registered also as a WEBELOS Den Leader and has met the
requirements for the WEBELOS Den Leader (Training) Award, then he or she
would be eligible to receive that Award as well.
Check with your Council, Dan. In some Councils, "double" (or "triple")
dipping (that is, using the same tenure to meet several awards) is NOT
ALLOWED. Your Council's Leadership Development or Training Committee
determines that policy. In such a case, your Scouter friend would be
eligible for only ONE Award to cover that period.
In each case, Dan, he or she EARNS THE AWARD, not a "knot." The "knot"
comes as a benefit with the Award medallion or medal and certificate.
Hope this helps out!
