I'm a long time reader, but a first time writer to the group. After 6 years
in Cub Scouts, I am now helping a Scout Troop as a merit badge councilor for
the Communications merit badge. I find it disturbing that the requirements
seem too vague or open to interpretation. Two items concern me
1) Some requirements seem to have no criteria for me to measure their effort
against. Is it solely that they have tried is sufficient to say they have
met the requirement. For instance, a letter to the editor is requirement
6a, and should be organized and use proper format. If a letter is written
but is very poorly organized, is it enough to council the Scout or should it
be rewritten before signing off the requirement?
2) Requirement 6C is written and requires that, "desktop publishing to
produce a newsletter, brochure, flier or other printed material for your
Scout troop, school, chartered organization or other group." Does the "for"
mean on behalf of the school or organization or may I allow a brochure
written to be informative, but not to serve a group as specified above? I am
inclined to permit it because there is no restriction on the subject matter
in 6a or 6b and it was written in a way to inform the reading public, (e.g.,
an other group).
