Hi Pagnotta, and Scouts-Lrs,
OH-PaulW already gave a complete answer to how I too, read
and would reply to your question. The only thing I would add
is that usually a District and a Council has more than one
person on each respective Advancement Committee, particularly
in MD. It surprises me that one of them couldn't attend your
Eagle BoR. Off hand, based on your note, I think the District
Adv person might need some training from the Council Adv Com.
As for "if applicable" which was your original question I
think I would have to stretccchhh things a bit to find a
reason. A scout going overseas in 2 days, a scout somewhere
far away from his District/Council, etc, or a Council that
made a special rule for some good for scouting reason.
If you did get the approval, in good faith, to do as you so
noted than all isn't totally lost. After calling your DE or
SDE or DD give a call to the Volunteer side of things. Call
your DC(District Commissioner) or Council Commissioner or
Council Adv Chairperson.
Even though it sounds a bit off, don't feel bad, quite often
on Scouts-L we read about District's and Council's that don't
quite follow BSA's guidelines.
