This is why I did this, last time I was WDL:
1. At the beginning of every year, the Scouts in the pack get a new
book and a new neckerchief. Except for the second year of Webelos.
Nice way to suggest they are special?
2. As Jan suggested, the boys will be working on the joining requirements
as part of earning the Arrow of Light. Yes, the requirements (and the
explanations) are in the Webelos Book, but by using the BSHB, you get
them into the habit of looking stuff up in it. Other requirements that
you can use the BSHB for include nature, citizenship, first aid (Readyman),

that the goal of the year is to look at joining a Boy Scout troop.
When I did this oh so many years ago, all twelve of my Scouts joined
troops. In previous years, the proportion was closer to 30%. It now
appears that five of the twelve will graduate as Eagle Scouts.
