Troop that I have called, privately, to the SM attention. He pays them
"lip service" but the situations never improve."
We all walk at different speeds, and maybe the SM being busy with
Wood Badge, has not been able to direct his full attention to the troop
at the present time. Wood Badge takes a large time commitment, and
unfortuneatly the SM plate might be pretty full right now.
What about the ASM's? Are they of the same mind as you? If you
could enlist their help, it would not be perceived as "taking over"
I would approach the SM again and express my concerns, with one or
more ASM's by your side.
You might have to be paitent, but don't give up. Your motivation is
the improvement of the troop and it just might take a while to
get this done.
