In looking over the application for a fund raiser I can see nothing there
that should have resulted in a denial of your application. I would ask for
the reasoning in writing.
As a related matter, I have a problem with what I consider to be the recent
emphasis on FOS for 20 to 30% of the Council's funding and for the
targetted audience for the FOS appeals. I seem to remember that when FOS
was introduced the targetted audience was parents and leaders who were once
directly involved in the Scouting program and now have a lesser
involvement. People who were no longer Scouters and parents of Scouts,
but still were Friends of Scouting. Now it seems that there is payment
expected for every Scouting position position we hold - parents, Leaders,
District Members, Council members - in addition to the funds and time we
donate directly to provide the program for the Scouts and their Leaders at
the Unit and District levels. A recent goal presentation for my Council
listed financial resources as one of the three criteria for recruiting
Executive Board members for the Council - interest in Scouting was not one
of the other two criteria.
I know from experience the best way to go after large donations is to be
able to show a real need, to be able to show real support from the people
who will share in the benefits and to be able to let the donors feel they
have some control over what the monies will be used for. FOS does show
there is support for the program by those who will share in the benefits.
However, I also know that there is a growing resentment for the heavy
handed approaches that attempt to increase the District's goal every year,
for the number of requests received per Scouter per year and for the lack
of equivalent fund raising by the Council Professionals and Executive Board
Volunteers who are paid or charged with being responsible for fund raising.
I wish reading and understanding Mike Bowman's earlier response could be
required for every Council Professional - especially in our Council.
