A couple of thoughts on this:
> What do you use in your pack for criteria for the attendance award?
We award a den attendance award at every pack meeting. The winner is the
den with the highest percentage of attendance by the scouts and a
parent/guardian at all Pack level events during the month. The winning den
gets the Parent Participation Ribbon for the month. The scouts with the top
amount of attendance at the end of the year will get the attendance award.

Nothing wrong with setting high standards and sticking to them. Maybe
seeing one or two get the award will spur more on to earn the award next
year, increasing the attendance at pack functions.
