For us it depends on how many Webelos are crossing over. If we have only 4 -
as we do this year - then we integrate them into existing patrols. If we
have enough for a full patrol, we'll create a New Scout patrol.
Either way an ASM is responsible for overseeing their advancement and we
encourage the PLC to schedule advancement related activities at all
meetings; with the older boys training the younger.
This method seems to balance both worlds for us pretty well.
