As challenging as it may be to some of us who feel it "just ain't right,"
National BSA policy is that anyone who is qualified and registered as a merit
badge counselor can counsel any Scout, including his/her son.
In practice, as SM, I "encourage" a Scout to seek a counselor other than his
father/mother, especially for "Eagle-required" MBs, unless the MB is being
offered to a group, including the son. I similarly "encourage" the
father/mother counselor to avoid counselling the son because it is very
difficult, in my experience for a parent to be even-handed with the son. The
parents tend to either be tougher or easier on the son. There is also the
"he only got that MB because his dad gave it to him" thing' that can be very
difficult for the Scout who may well have done everything required.
