I am very pleased to announce that Billy Russell, a 17 year old junior
at Georgetown High School, completed his Eagle Board of Review last
Billy entered Scouting with our troop in 1996. His positions of
responsibility have included Instructor, Venture Crew Chief, Patrol
Leader, Assistant Senior Patrol Leader, Senior Patrol Leader, Newsletter
Editor, Webmaster and Philmont Kanik Crew Leader.
Billy completed our troop's Junior Leader Training in 1998, and our
council's week long JLT in 1999. He served on Staff for the 1999
council winter JLT and will be on Staff for the upcoming council summer
JLT. Billy received his BSA Lifeguard Certification in 1999. This
summer, he will attend summer camp at the Lost Pines Scout Reservation
and the National Junior Leader Instructor Camp (NJLIC) at Philmont.
In 1999, Billy took part in the Soil & Water Workshop at Camp Tahuaya,
attended summer camp at the Buffalo Trail Scout Ranch and was a member
of Philmont Expedition 612-H-3. He attended Winter Camp at Lost Pines
in 1998 and recently took part in our Spring Break Philmont Kanik
Adventure where he served as Crew Leader for a group of ten Scouts and
Billy�s Scouting awards include the Summer Camp Honor Camper Award, the
100 Service Hour Award, the 50-Miler Award, the Polar Bear Award, the
World Conservation Award, and an Outstanding Troop Meeting Attendance
Award. He was selected as our Scout of the Year for 1999. In January,
Billy was elected to the Order of the Arrow.
During his tenure as a Scout, Billy has earned 25 merit badges, recorded
73 days and nights of camping, scored 100% on uniform inspections,
provided 332 service hours and attended 70% of our troop meetings.
Since July, 1998, Billy has missed only one troop meeting.
Billy�s Eagle service project consisted of repairs and improvements to
Georgetown�s Bill Pickett Trail near Chautauqua Park.
At Georgetown High School, Billy has received two Academic Excellence
Awards and been very active on the varsity tennis team. Recently, he
was named to Second Team All-District in doubles and finished 3rd in the
district singles competition. He is a member of the National Honor
Billy is an outstanding young man. Currently, he is making an excellent
contribution to our troop as Senior Patrol Leader, Newsletter Editor and
Webmaster. He plans to attend the University of Texas and become a
