Let me add a little to what others have said.
Most certainly the Cub Scout can wear the Religious Award knot as a Cub
Scout and continue to do so as he progressing thru scouting (thru Boy
Scouts, Venturing, Adult, etc). Despite what some people seem to think,
there ARE some knots that can be worn by youth. I say these, because there
are some who think ONLY adults may wear knots. I once had to came down a
scout after some adult hasseled him about his wearing the religious knot.
Check the Insigia Guide. It clearly states what knots can be worn by Cub
Scouts, Boy Scouts, and Venturers.

As others have pointed out, there are knot devices to indicate that an award
has been earned multiple times in different programs. There are several
awards this is so. Such as the Scouter's Key and Scouter's Training Award,
that can be earned by Boy Scout, Varsity Scout, Venturing, Commissioners,
Currently, the following devices are available, but only thru your council
Cub Scout, Webelos Scout, Boy Scout, Varsity Scout, Venturing, Sea Scout,
Commissioner, and District Committee. The Exploring knot device was
discountined, for obvious reasons.
Hope this helps. I believe you can see pictures of these at Mike Walton's
site. He also illustrated the wearing of multiple devices on the religous
