The Webelos program is meant to slowly transition Cub Scouts to Boy Scouts. The idea is to transition them from a parent run program (Cub Scouts) to a Den Leader run program (Webelos) then when they get into a troop, to a Scout run program. Instead of Webelos den leaders, the Scouts are lead by Patrol Leaders in Boy Scouts. Camping really is not part of the Cub Scout program, it is introduced in the Webelos program. It is introduced slowly, so the boys who have never spent a night away from home can accustom themselves. Also, the boys have no idea how dangerous it is to be in the woods, and what can cause them harm or the harm they can cause themselves. For these reasons we have the parents attend the campouts when they are Webelos. Once they become Boy Scouts we start to encourage the parents to play a more background role. But even in my troop, where we end up with High School aged Scouts doing some very adventurous things, the 1st campout or so that the New Scouts go on usually has a lot of parent
As far as an ASM going with 2nd year Webelos. I would recommend, instead, that you get a couple of Boy Scouts to go with them and start them getting use to older boys leading them and teaching them.
