I think the observation that there is a shortage of LDS representation in OA
is generally accurate. On the other hand, I would think that LDS units who
have good programs (ie meet the Quality Unit requirements) also have good
participation in OA.
I think it all boils down to a lack of commitment to Scouting among many LDS
Scouters. If the Scoutmaster doesn't attend roundtables or training, he isn't
likely to know about OA. If he doesn't take his boys camping regularly, they
aren't likely to meet the camping requirements. If he doesn't have a decent
advancement rate, the boys will fail to meet the First Class standard as well.
Boy, I hate being cynical.
