I can confirm Jay's comments. I spoke with John Dalrymple, Director of
Advancement for the Boy Scout Division yesterday afternoon, and he
confirmed that the policy, and the Application for Alternate Merit
badges have been revised as Jay indicated.
It is good news, and Jay is to be commended for his long and hard work
in this area.
