A scoutmaster can refuse to issue a blue card for any reason he sees fits.
In my case I will not issue a blue card to a 75 pound 11 year old for
Shotgun shooting. I also will not issue cards in cases of prerequisites not
being met. (Swimming for Rowing, Canoeing and Small Boat Sailing) and First
Aid for many.

Technically he has that power but IMHO should be bounced from scouting if
that is his reason.

Required or not it makes no difference.
