Thanks to those for setting members of the LISTSERV straight regarding the MB
Counselor problem. This is a clear case of why it is important to check your
resources/references before taking someone's response as "gospel."
There are many good reasons why the SM should select the counselor.
1. the SM knows the scout and in most cases knows the best counselor for
2. Once a counselor signs off on a merit badge, the card comes back to the SM
for his second signature. At that time, the SM should ask the scout some
questions regarding the badge, the requirements and the counselor. At times,
when the SM was not as familiar with the counselor, he will determine that
the boy did not complete the requirements. Now, we know that the SM cannot
deny the scout from getting the badge, but the SM CAN and SHOULD refrain from
sending any other boys to that counselor. That was reason #2. Nothing can
be done with the first boy, be the SM can ensure that the next scouts earns
the badge and learns something.
BTW: the review of the badge is not a requirement for requirement
interrogation, it is more "what requirement did you like the most, what was
the toughest, what project did you do in requirement x, what did you learn
from that, is this a badge that other scouts would like to take, ...."

It appears to me, the Scoutmaster selects the counselor for the Scout. >>
