33088B (1999) had been superceded by 33088C (also 1999) the latter is
just as draconian for Scouts with disAbilities as the earlier one. The
"C", reportedly, is also formatted in such a way as making portions hard
to read. Not to worry.
The policy I was quoting was out of 33056A issued in 2000! It's the
Scoutmaster's Guide to Working With Scouts With DisAbilities, #33056A
shows only 10 requirements with the former # 4 & 5
being merged to read only: "4. The candidate must earn as many of the
required merit badges as his ability permits." It's Olive Drab print on
White. Costs $2.55.
I think it necessary to take a page from the Cuban Missile Crisis of 38
years ago. President Kennedy was confronted with two different
communiques from the Soviets - one harsh and the other more
concilliatory. Choosing the former would have edged us even closer to
the brink, so he chose the latter and disaster was averted. I remember
it well - I was on alert with a small strategic action unit.
