totally agree - SADLY, the BSA doesn't.
I don't know of any group that holds that Webelos leaders/cubmaster must
coordinate their plans w/ SMs, but it has become the "perceived" purpose of
the 2d yr of Webelos to prepare them to become Scouts.
As for the Webelos and AoL being ranks, this is also unfortunate, because it
institutionalized this idea; Webelos used to be the "organization", the
element, the den, into which the Cub went when he turned 10 1/2; the Arrow of
Light was what you earned if you completed all three ranks and passed the
reqs for AoL - it was a
rect. patch that was Blue w/ gold arrow and you could wear it on your Scout
for all to see when you crossed over. Now we have a knot, but if you're not
into knots, the average person doesn't know you earned it.
and safly what was once a one year program, then two, has now become 1 1/2,
w/ units and boys urged to cross over as early as possible, Feb if they can.
considers that in some places school starts as late as 7 Sep, and units shut
for two weeks during Christmas, 2d yr Webelos really should only be required
a 4 mo. fee, not a whole yr!
