No. What I said was that there is no troop approval of the project or
paperwork at the project COMPLETION stage. The only troop approval at
the end of the project is certification by the SM that the Scout
planned, carried out, and completed the project. It is up to the BoR to
determine if the project was acceptable.

That's not just your district, that's the required procedure, under
BSA's published guidelines.
