That sounds like a locally produced form, that does specifically violate
the rules that you quote earlier. The OFFICIAL BSA Merit badge
Counselor Application, #34405, available on-line at:
has no such restrictions.

Those limitations were invalid. It's like agreeing that even though
sexual harrassment is illegal, you have no objection to being told you
must wear short skirts, and revealing tops to your job as an account
executive as a condition of employment.
