After receiving a few responses to my question - which was based on this
"All scouts are required to participate in fundraising."
I remain curious - can a Unit actually require a Scout or his family to
participate in a fundraising project? Is it actually within BSA
Guidelines to require a family to commit to an amount of, lets say,
$50.00 worth of Popcorn? I thought there was some rule about not having
a fundraising goal become punitive? Am I wrong? Or could a Unit,
District or Council essentially say "each Scout must sell $50.00 worth
of Popcorn - or the family picks up the difference"?
Consider me - confused.
