OK, here are 2 quotes from official Scouting publications:
>From "Introduction to Merit Badges" in the current Boy Scout
Requirements pamphlet (#33215C):
"Pick A Subject. Talk to your Scoutmaster about your interests.
Read the requirements of the merit badges you think might
interest you. Pick one to earn. Your Scoutmaster will give you
the name of a person from a list of counselors. ..."
"YOUR SCOUTMASTER WILL GIVE YOU THE NAME OF A PERSON FROM A LIST OF
>From "Merit Badge Counselor Orientation - Supplemental Adult Leader
"The Scout obtains a signed Application for Merit Badge and the
name of the appropriate merit badge counselor from his
" THE SCOUT OBTAINS ... THE NAME OF THE APPROPRIATE MERIT BADGE
COUNSELOR FROM HIS SCOUTMASTER."
Those both sure sound to me like it says the SM determines who will be
the counselor. If that isn't "assigning the counselor", I don't know
what is. Neither says that the Scout selects the counselor, and the SM
approves that selection.
You are correct, neither place specifically says the Scoutmaster
"ASSIGNS" the Counselor, using that specific word. However both indicate
that the selection is made by him, NOT the Scout.
