Seems to me this is strictly a Chartered Organization decision.
If the current chartered partner wishes not to charter your unit, that
is their decision. Any other institution may wish to charter a unit
and encourage your membership to join. As a former CR (Chartered
Organization Representative) if members of our chartered unit
wanted to go elsewhere, I'd have gone to work trying to mend whatever
fences had been broken.... barring that, I would not have given up
our unit's charter. The Scoutmaster, the committee are always free
to move to another Chartered Partner, but it is up to the current chartered
partner whether or not they want to allow the Unit number and their
unit's resources to transfer to another institution.
My 2 cents... probably worth less than that......
