Page 445 of the Webelos Scout Book: "Most Webelos Scouts are in this program
for 18 months...a transitional program that shifts the emphasis from
home-centered activities...to group centered activities. This is preparation
for the great adventure of Boy Scouting."
Webelos transition should be a team effort: DE, UC, DC, Pack Committee,
Cubmaster, Troop Committee, Den Chiefs, Scoutmaster. Consider having a
"local team meeting--*Scoutmaster, *Liaison, Cubmaster, Webelos leader and
both *Committee Chairmen" sometime in the spring of the 4th grade year to
plan the remainder of the transition time. [*Include any troops which the
Webelos will feed in to.] This may avoid a pack, den leader or Cubmaster
acting independently of the Boy Scout troop. Any leader should welcome the
assistance of that kind of group!
It takes 3 activity pins and other specific activities/knowledge to earn
Webelos rank. It takes another 5 activity pins, specific
activities/knowledge to earn AOL. In addition, Webelos may earn the
Conservation Patch (if they did not earn it earlier in Cub Scouts), their
appropriate religious medal, Compass Badge, academic & sports belt loops,
compass points (3) and Summertime pins.
In all of this "earning" it is important not to forget the purpose of
Webelos: PREPARATION FOR BOY SCOUTS! To prepare them, they must learn
certain skills, gain enthusiasm, have fun and look forward to more scouting.
It really does not matter if they earn all activity pins and six other
"nifty" uniform decorations--99% is removed as soon as they enter Boy
scouts. The point is whether they have had fun and learned about scouting
along the way. [My biggest pet peeve is a parent (seldom a scout) who is
bound and determined their son is going to earn more awards than anyone else
only to impress themselves and others....GET A LIFE!]
When a 5th Grade Webelos patrol has accomplished its preparation for Boy
Scouts, it is time to advance them anytime after December 1 of their 5th
grade year. It is best to advance them as a group.
I would hope a Webelos leader is not holding up the advancement paperwork
for AOL just so a boy can participate in the Pinewood Derby. If the Pinewood
Derby is important to the pack and 5th grade scouts, simply invite them to
participate as Boy Scouts!
The AOL ceremony is held after the advancement form is turned in to the
council service center requesting the badges. The council is never notified
when that ceremony takes place. If the Scoutmaster turns in the Boy Scout
application AFTER the AOL advancement form, I do not see any problems with
scouts advancing before May and would hope that if they're ready they get
Scouting with the "Big Boys."
If the AOL requirements are completed in November (including completing a
Boy Scout App), the Advancement form is turned in Dec. 1 (allowing 6 months
since completing 4th grade--June 1st approx.), the Boy Scout app turned in
December 2nd, the AOL ceremony held in Dec/Jan, the Bridging/graduation
ceremony can be held anytime after AOL...(often held immediately after). I
have found NO RULE STATING ONCE A BOY SCOUT APPLICATION IS TURNED IN, A
SCOUT MAY NOT PARTICIPATE IN CUB SCOUT ACTIVITIES. Actually, it is quite
the opposite. Boy Scout participation in pack/den activities as role models
and leaders are encouraged.
