It *might* become a Scouting issue if an out-of-touch IH hears that two
of the Scouts have been suspended for drug use. At the very least, it's
going to engender paperwork until someone manages to explain that the
drugs in question were perfectly legal substances so long as they were
off school grounds.
And, let's say Willie Wolf Cub gets suspended for having a Tylenol loose
in his backpack in 1999. By the time Willie's up for an EBOR, the
stupidity has abated, and Zero Tolerance is as unheard of as
hand-smacking is today. So, Willie asks his school principal for a
recommendation for his Eagle App., and the principal feels compelled to
mention that Willie was once suspended from school. Someone somewhere is
going to ask why; and the answer is not "sheer stupidity" but "drug use
on school property." Better to be forewarned that it CAN happen than to
have it drop suddenly into your lap.
