John Conley wrote to me privately with some comments that I'd like to share:
As Mike W. pointed out, United Way is different from place to
place, but here is how it works here in western NY:
Yes, you can specify that you would like your contribution to
go to your local council, but in practice, this is what happens:
Let's say that the United Was was planning to give $1,000 to the local
council. Then Mike tells them that he wants his $1.00 contribution to
go to the council. They don't now give the council $1,001, they just
use Mike's $1.00 to make up part of the $1,000. There are enough
people who don't specify where their money should go that
U.W. can meet the requests of everybody who does specify, and still fund
everybody at the level they planned to in the first place.
Wow, that got wordy! I hope I made myself clear.
Having said that, we still encourage people to designate their
donation for scouting, just so U.W. knows that the support for funding
scouting is out there.
And Mike W., the UW's around here do ask us to have a
"blackout" period for FOS, so that we aren't conducting it at the same
time that their
campaign is going on. This gets a little tricky when more than one UW
agency falls within the borders of the council. Some of our districts
are blacked out in the spring, some in the fall.
